As of December 1, 2013, North Carolina salvage yards and metal recyclers are required to check with DMV prior to purchasing a vehicle that is sold without a title or is over ten years old. This check is to verify that the vehicle has not been reported stolen. Salvage yards and metal recyclers must register with NCID – the North Carolina Identity Management Service – in order to comply with this law.
Also as of Dec. 1, salvage yards and metal recyclers are required under state law to report all vehicles purchased to the National Motor Vehicle Title Information System – NMVTIS. Reporting to NMVTIS is already required under federal law.
